Palmer won't necessarily have much of a role even if he's active, as Buffalo's WR rotation has been inconsistent apart from Khalil Shakir's spot in the slot. Brandin Cooks and Tyrell Shavers have done more than Palmer in recent weeks.
Johnson's absence would be more impactful, potentially giving James Cook more work in passing situations and/or opening up a few touches for Ray Davis.

Bills K Matt Prater says he feels pretty confident that he'll be ready for Sunday. He's also helping K Matthew Wright in the meantime. Prater thinks the cold was a factor in his quad stiffening up on Sunday, and he felt good going into the game.
